New Delhi, – The Winter Session of Parliament started this morning with Prime Minister Narendra Modi standing outside the new Parliament building and appealing to all parties for “healthy and productive discussions” in the 19-day session that will go on till 19 December 2025.
Speaking to the media before the session, PM Modi said, “Let us rise above party lines and work for the welfare of 140 crore Indians. The country expects positive and result-oriented debates from us.”
However, the opposition INDIA alliance has made it clear that it will corner the government on two big issues from Day 1:
- Special Intensive Revision (SIR) of electoral rolls across the country
- The recent low-intensity blast outside a CRPF school in Delhi’s Rohini area
Because of heated exchanges on these matters, Lok Sabha proceedings were adjourned till 2 PM within 30 minutes of starting.
What Happened Inside Parliament Today
- 11:00 AM – Both Houses assembled.
- 11:05 AM – Obituary references were made for former members and sitting MP from Manipur who passed away recently.
- 11:20 AM – Congress MP Gaurav Gogoi raised the Delhi blast issue in Zero Hour.
- 11:25 AM – TMC and DMK members stood up demanding discussion on voter list “deletion drive”.
- 11:35 AM – Speaker Om Birla asked members to take their seats but slogans of “Stop deleting voters” and “Justice for Delhi blast victims” continued.
- 11:42 AM – Lok Sabha adjourned till 2 PM. Rajya Sabha also saw similar protests and was adjourned till 2 PM.
Main Issues the Opposition Will Raise
1. Special Intensive Revision (SIR) of Electoral Rolls
The Election Commission of India announced a country-wide Special Intensive Revision from 25 November to 16 December 2025. The last date for publishing the draft voter list is now 16 December instead of earlier dates.

Opposition parties claim:
- Names of poor, minority and migrant voters are being deleted on a large scale.
- In many states, BJP-ruled governments are using the police and local administration to remove opposition voters.
- Booth Level Officers (BLOs) are visiting houses only in opposition strongholds.
Congress President and Leader of Opposition in Rajya Sabha Mallikarjun Kharge said today morning, “This is the biggest attack on democracy after 50 years after Emergency. Lakhs of genuine voters are being removed only because they don’t vote for BJP.”
Trinamool Congress MP Derek O’Brien added, “We have proof from West Bengal, Assam, Uttar Pradesh and Madhya Pradesh. We will not let Parliament function till the government stops this voter deletion drive.”
2. Rohini CRPF School Blast (26 November 2025)
A crude bomb exploded outside the gate of a CRPF public school in Prashant Vihar, Rohini on 26 November morning. No one was injured because it was early, but the incident created panic.
Delhi Police has registered a case under Explosive Substances Act and UAPA. National Investigation Agency (NIA) has taken over the probe.

Opposition leaders are asking:
- Why has the Home Ministry not made any statement in Parliament yet?
- Is there a terror angle or is it linked to local land mafia?
- Why was CCTV footage from nearby cameras not working?
AAP Rajya Sabha MP Sanjay Singh said, “Delhi is the capital of India. A bomb blast happens 10 days ago and the Home Minister is silent. We want a statement on the floor of the House today itself.”
Government’s Stand
Union Parliamentary Affairs Minister Kiren Rijiju told reporters, “Every issue will be discussed as per rules. Opposition should not create ruckus. Election Commission is an independent body. If someone has proof of wrong deletion, they can approach the EC.”
Home Ministry sources say Union Home Minister Amit Shah will give a detailed statement on the Delhi blast in both Houses once the investigation reaches a logical stage.
