In a landmark decision, Chief Minister Bhajanlal Sharma has announced a significant expansion of Rajasthan’s free electricity program. Under the revamped PM Surya Ghar Muft Bijli Yojana, more than one crore domestic households will now receive 150 units of free electricity monthly, supported through rooftop and community solar systems. This initiative blends economic relief with green energy goals, encouraging solar self-reliance while easing household electricity burdens.

Scheme Evolution: From Relief to Renewable Push

The state’s Mukhyamantri Nishulk Bijli Yojana, introduced under CM Ashok Gehlot in 2022, offered free or subsidized electricity—50 units free for those consuming 100 units; ₹3 per unit subsidy for consumption between 100–150 units; and ₹2 per unit for 150–300 units—benefiting around 1.18 crore households. After the government change in December 2023, the BJP administration discontinued the scheme.

In the 2025–26 budget, Deputy CM and Finance Minister Diya Kumari announced a revamped model: 150 units of free electricity via solar installations under PM Surya Ghar Yojana. This move aligns with the central scheme that aims to provide up to 300 free units monthly via rooftop solar—a ₹75,000 crore scheme targeting 1 crore homes.

Solar-Powered Free Units: How It Works

Rooftop Solar Model

Eligible households consuming over 150 units must install a 1.1 kW solar rooftop system to qualify for 150 free units monthly. The central and state governments provide subsidies—roughly ₹33,000 (centre) and ₹17,000 (state) for 1.1 kW systems. Higher-capacity installations may be eligible for up to ₹95,000 in combined subsidies.

Community Solar Model

For the 77 lakh households lacking rooftop space or with low electricity usage, community solar power plants are being deployed. Each consumer gets access equivalent to a 1.1 kW share, ensuring 150 free units per month. These 1 MW projects—with battery storage—will be funded via the Hybrid Annuity Model, spreading costs over three years.

Incentives Under PM Surya Ghar for Others

Consumers not previously covered under the state scheme but investing in solar can still benefit via PM Surya Ghar. They’ll receive an induction cooktop free and ₹0.15 per unit for excess electricity fed into the grid.

Coverage, Investments, and Strategic Goals

The state aims to serve about 1.04 crore registered households under this enhanced free electricity scheme. The new initiative covers both rooftop and community solar models, with the first 10 lakh sign-ups receiving ₹1,100 directly in their bank accounts via their DISCOMs.

This solar-centric approach supports Rajasthan’s broader ambition: reaching 30 GW of solar capacity by 2025–26. As of mid-2025, the state has already installed approximately 33.46 GW, making it India’s solar leader.

Application Process Demystified

Consumers can apply online through the PM Surya Ghar portal (pmsuryaghar.gov.in) or via the state energy department’s site. Applicants require a Jan Aadhaar card, Aadhaar, mobile number, electricity consumer number, and a copy of their latest bill.

After submission, DISCOMs or official survey teams will verify eligibility, and approved households receive installations via empanelled vendors. Subsidies and incentives are disbursed upon commissioning and net metering certification.

A supplementary benefit includes installation of an induction cooktop, while surplus solar generation yields ₹0.15 per unit as an additional incentive.

Leadership Directives and Broader Vision

At a recent review, CM Sharma directed officials to fast-track implementation, upgrade DISCOM billing systems to reflect zero electricity charges, and ensure that solar benefits reach every eligible household promptly. He reaffirmed that the plan not only cuts electricity bills but also reinforces Rajasthan’s ambition to emerge as India’s solar energy hub.

Economic Relief and Environmental Impact

The scheme promises to save eligible households ₹800–1,200 per month. Surplus solar energy fed into the grid offers additional income, while projected solar installations — rooftop and community—will generate substantial local employment.

Environmentally, the program advances carbon reduction goals, with rooftop solar under PM Surya Ghar expected to prevent approximately 720 million tonnes of COâ‚‚ over 25 years.

Implementation Challenges and Future Expansion

While the initiative is ambitious, challenges remain. Rural maintenance of solar panels, consumer awareness, and logistical delays could impede rollout. To mitigate this, the government has launched a helpline (1912) and announced awareness camps.

Looking ahead, the state plans to eventually expand the scheme to cover 300 free units per month based on income criteria and further intensify its solar capacity targets to fulfill its 2047 vision.
